Cecil County Republican Central Committee - Vincent Sammons

The Cecil County Republican Central Committee plans on modifying our bylaws in ensure we have qualified and ethical "Republicans" to participate on the Central Committee to represent the republicans in Cecil County. The first one is in Article III Section one where it has to do with qualifying a member.

Currently is reads the following:

 

ARTICLE III

COUNTY CENTRAL COMMITTEE

Section 1: Qualifications                         

            A. All members of the Committee shall be members of the Party in accordance with the provisions of Article V of the Committee’s Constitution.

            B. Each of the members of the Committee shall be:

                        1) a bono fide resident of Cecil County

                        2) a registered voter in Cecil County

                        3) having declared an affiliation as “Republican,”

                        4) maintaining such throughout the term of office.

 

We plan on changing it to the following:

ARTICLE III

COUNTY CENTRAL COMMITTEE

Section 1: Qualifications                         

                        A. All members of the Committee shall be members of the Party in accordance with the provisions of Article V, VI, VII of the Committee’s Constitution.

                        B. Each of the members of the Committee shall be:

                                    1) A bona fide resident of Cecil County.

                                    2) A registered voter in Cecil County.

                                    3) Having declared an affiliation as “Republican” for a minimum of 4 years and maintaining such throughout the term of office.

                                    4) Having voted in at least two consecutive primary elections.

                                    5) Not elected or appointed to an elected local, state or federal office.

                                    6) No member of the Central Committee shall sponsor, endorse any candidate of a political party, including a write-in candidate other than the Republican Party.

                                    7) No member will run as a write in candidate in the general election against a Republican candidate.

 

The second Bylaw change will be Article IV, Executive Committee, section 1.

 It currently reads:

ARTICLE IV

EXECUTIVE COMMITTEE

Section 1: Committee Offices

There shall be four (4) offices of the Committee: Chair, Vice Chair, Secretary and Treasurer. These four offices shall be known as the Executive Board.

We will be adding an additional requirement changing it to :

  2. Officers of the Executive Committee shall not be an officer of any other political club, organization, or PAC.
